Improvised Explosive Devices (IEDs) are terrorists’ weapon of choice and are used to strike Soft Targets. Terrorists have become proficient at concealing these devices in everyday items such as: backpacks, cookware, bottles, jars, trashcans, mail, toys, electronic equipment, vehicles, footwear, and more.

With the spread of radicalization and the persistent threat of Homegrown Violent Extremists, the use of these devices is proliferating.

As was the case in the Boston Marathon attack, heightened security and greater police presence is not enough to prevent such attacks. The Department of Homeland Security has called for the public’s help in thwarting these threats. In an attempt to harness ‘public wisdom’, DHS developed the “See Something – Say Something” campaign. This simple and concise message reminds us that we must learn “what to look for and how to report it”, as well as, “what to do and how to respond”.
